The General Secretariat of Idlib Governorate has announced a second-round, full-urgency sealed-envelope tender for the implementation of restoration works across nine municipalities within the governorate. The combined estimated value of all projects stands at approximately 19.5 million new Syrian pounds (SYP), with each individual project carrying a 45-day execution period.
The tender covers the following nine municipalities, with their respective estimated values in new Syrian pounds:
Bidders are required to submit an initial bond equivalent to 5% of the estimated survey value, and a final bond of 10% of the awarded contract value, payable via certified cheque, financial receipt, or bank guarantee. A delay penalty of one per thousand per day of delay applies. Contractors must also provide a resident engineer on site for any project whose value exceeds SYP 50,000. Each municipality requires a separate application, and bidders are bound by their offers for 45 days.
Bidders must submit a valid classification certificate in compliance with the relevant ministerial decree issued by the Minister of Construction and Housing. Any offer that does not meet this requirement will be automatically rejected. Applicants must also provide supporting documents confirming compliance with Article 11 of Law No. 51 of 2004, issued no more than three months prior to submission, along with a declaration confirming full review of the general and special conditions booklets and the relevant works schedules. Insurance coverage for each project is mandatory through the Syrian General Insurance Corporation.
The General Secretariat of Idlib Governorate is the supervising government authority for this tender. Bidders may obtain the special conditions booklets (financial, legal, and technical) from the Secretariat's registry at a cost of SYP 1,500 per booklet.
How to Apply
Offers must be submitted to the registry of the General Secretariat of Idlib Governorate starting Sunday 19 July 2026 until the end of official working hours on Thursday 30 July 2026. A separate application must be filed for each municipality. Submissions consist of two sealed envelopes: the first containing the participation request, supporting documents, and the initial bond receipt; the second containing the financial and commercial offer along with unit and total price schedules. Envelopes will be opened on Sunday 2 August 2026 at 10:00 a.m. at the premises of the General Secretariat of Idlib Governorate.
