Scope of Works

The tender covers comprehensive restoration works at the Emergency and Disaster Management Directorate building in Deir ez-Zor, to be carried out in accordance with the technical, legal, and financial specifications set out in the tender dossier. The contract duration is 30 calendar days from the date of signing the purchase order.

Financial Conditions and Guarantees

  • Provisional guarantee: 110,000 new Syrian pounds.
  • Final guarantee: 10% of the purchase order value upon award.
  • Payment currency: new Syrian pound.
  • Tender dossier fee: 5,000 new Syrian pounds (non-refundable).

Participation Requirements

Interested parties must visit either the Ministry's General Secretariat in Damascus or the Emergency and Disaster Management Directorate in Deir ez-Zor to obtain the tender dossier upon payment of the prescribed fee. A formally signed and stamped written application is required. In the case of a joint bid, a notarised declaration of joint and several liability among all participating parties must be submitted.

About the Issuing Authority

The Ministry of Emergency and Disaster Management is a newly established Syrian government body, founded on 29 March 2025 as part of the transitional government formation. Headquartered in Damascus, the Ministry is responsible for developing and overseeing the national system for risk and disaster management across Syria. Its procurement department is located in the Baramkeh district of Damascus, adjacent to Tishreen Sports City and the Private University of Sham.

How to Apply

Interested bidders must visit the General Secretariat of the Ministry of Emergency and Disaster Management in Damascus (Baramkeh, Tishreen Sports City, next to the Private University of Sham), or the Directorate in Deir ez-Zor, to purchase the tender dossier for a non-refundable fee of 5,000 new Syrian pounds. Dossiers are available daily from 10:00 to 14:00, excluding Fridays and Saturdays, until end of business on 12 August 2026.
