Tender Overview

The Directorate of Sports and Youth in Deir ez-Zor Governorate has announced a sealed-envelope competitive bidding process, issued for the first time, for the restoration, finishing, and investment concession of the International Swimming Pool located within the governorate. The facility covers a total area of 12 dunams.

Participation Requirements

Interested parties must submit applications accompanied by the supporting documents stipulated under Contracts Law No. 51 of 2004, addressed to the registry of the Directorate of Sports and Youth in Deir ez-Zor. Applications missing any of the following documents will not be accepted:

• A participation application with proof of fee payment in accordance with applicable regulations.
• Proof of payment of the initial guarantee of 50,000 Syrian Pounds (new currency), payable in cash or by certified cheque to the Directorate's account at the Central Bank of Syria.
• Proof of payment of the tender document fee of 1,000 Syrian Pounds to the Directorate's account at the Commercial Bank of Syria.

Financial and Contractual Terms

The initial guarantee is set at a lump sum of 50,000 Syrian Pounds, while the final guarantee is fixed at 10% of the total contract value. The investment concession period spans 13 calendar years, commencing from the date the winning investor receives the notice to proceed issued by the Directorate. Bidders remain bound by their submitted offers for 90 days from the closing date of submissions.

Obtaining Tender Documents

Tender documents may be obtained from the registry of the Directorate of Sports and Youth in Deir ez-Zor, located within the sports hall of Al-Futuwwa Sports Club, upon payment of the 1,000 Syrian Pound document fee.

• Submission deadline: Sunday, 19 July 2026.
• Sealed-envelope opening session: Monday, 20 July 2026, at 12:00 noon, at the premises of the Directorate of Sports and Youth, Al-Futuwwa Sports Club hall.

Participation applications must be submitted in person to the registry of the Directorate of Sports and Youth in Deir ez-Zor, located at the Al-Futuwwa Sports Club hall, accompanied by all required supporting documents as specified under Contracts Law No. 51 of 2004, no later than Sunday, 19 July 2026. The initial guarantee (50,000 SYP) must be paid in cash or by certified cheque to the Directorate's account at the Central Bank of Syria. The tender document fee (1,000 SYP) must be paid to the Directorate's account at the Commercial Bank of Syria.
