Tender Subject

The Governor of Tartus, in his capacity as head of the Executive Office, has announced a sealed-envelope price-offer tender for the repair of a 350 KVA electricity generator unit located at the Mechanical Silo (Al-Majbal Al-Aali) in Tartus, pursuant to Law No. 51 of 2004.

Financial Conditions and Guarantees

The issuing authority has set the following financial requirements:

• Initial guarantee: SYP 60,000, payable by certified bank cheque, bank guarantee, or bank transfer.
• Final guarantee: 10% of the total contract value.
• Delay penalty: 0.1% of the contract value per day of delay.
• Tender dossier fee: SYP 3,000.

Execution Period and Binding Duration

The works must be completed within twenty days from the date of contract award. The bidder remains bound by their offer for 120 days following the submission deadline, while the selected bidder remains bound for 180 days from the date of notification of award.

Eligibility Requirements

Bidders must satisfy the following conditions:

• Active subscription to the Official Announcements Bulletin for 2026.
• Payment of the tender registration fee and initial guarantee fee in accordance with Legislative Decree No. 30.
• Submission of a valid professional license (engineering, industrial, commercial, trade, or contractor certificate).

Offer Submission Structure

Offers must be submitted to the registry of the Directorate of Technical Services in Tartus in three separate sealed envelopes: the first containing the initial guarantee and supporting documents, the second containing the technical offer, and the third containing the financial offer. The project dossier may be reviewed at the Legal Affairs Department during official working hours.

Offers must be submitted in person to the registry of the Directorate of Technical Services in Tartus in three separate sealed envelopes (guarantees and supporting documents, technical offer, financial offer), no later than the end of official working hours on Sunday, 19 July 2026. Envelopes will be opened at 10:00 AM on the following day.
