SMART Foundation for Community Development has announced a call for bids for the rehabilitation of five schools in Tel Hamis, a town in northeastern Hasakah Governorate, Syria. The tender is issued under reference number 2026-RRMTH-003 and aims to improve educational infrastructure across the targeted schools through a comprehensive package of civil and technical works.

Schools Covered by the Tender

The tender covers the following five schools in Tel Hamis:

• Tel Hamis Secondary Cycle School
• Tel Hamis Secondary School for Girls
• Tel Hamis Secondary School for Boys
• Tel Hamis East Primary School
• Tel Hamis West Primary School

Scope of Works

The required works span several civil and technical disciplines across all five school premises, including:

• Rehabilitation of sanitary facilities and restrooms
• Repair and reinstatement of sewage networks and drinking water supply networks
• Restoration of classrooms, administrative offices, and storage rooms
• Rehabilitation of school courtyards
• Electrical works, door and window maintenance, and general finishing works

Evaluation and Award Criteria

Submitted bids will be assessed against three sets of criteria: basic criteria, capability and sustainability criteria, and commercial criteria, all as defined in the tender documentation. Bidders are advised to review the selection criteria carefully, as they contain detailed information on the evaluation methodology and scoring distribution. Each bidder is also required to indicate the expected duration for completing the works in the designated schedule.

Mandatory Site Visits

Site visits to all five schools in Tel Hamis are mandatory prior to submitting a price quotation. The designated visit dates are July 27, 2026, July 30, 2026, and August 3, 2026. Bidders must notify the Logistics Department of their intended visit date at least one day in advance of the chosen date.

Submission packages must be arranged in the following order: the signed and stamped price quotation with bills of quantities, followed by the selection criteria and technical specifications, and then evidence of relevant prior experience.

Bids must be submitted in sealed envelopes placed by hand in the tender box at one of SMART Foundation's two offices: the Raqqa office (Al-Badu neighbourhood) or the Qamishli office (Al-Siyahi neighbourhood, west of the municipal stadium). Only the tender reference number 2026-RRMTH-003 should be written on the sealed envelope. The submission package must include: the signed and stamped price quotation with all five bills of quantities, the signed and stamped selection criteria and technical specifications, and evidence of relevant prior experience.
