Tender Subject

The Ministry of Emergency and Disaster Management has announced an expedited tender, for the second time, for the rehabilitation and restoration of centers under the Deir ez-Zor directorate, in accordance with the specific technical, legal, and financial terms of reference.

The tender carries reference number 26-MEDM-de-0004741, with an estimated total value for the complete works of 51,234,449 Syrian pounds.

Sector Division

The ministry divided the contract subject into three sectors, retaining the right to award each sector independently:

• Sector one: the Deir ez-Zor directorate building and the Port Said center, with a provisional bond of 1,395,000 SYP.
• Sector two: the Basira and Hajin centers, with a provisional bond of 865,000 SYP.
• Sector three: the Kasra, Maamal, and Sour centers, with a provisional bond of 300,000 SYP.

Bonds and Timelines

The total provisional bond for the entire tender is set at 2,560,000 SYP, while the final bond is fixed at 10% of the contract value.

Bidders remain bound to their offers for 60 calendar days from the day following the submission deadline, while the winning contractor remains bound for 90 calendar days from the date of notification of the contract award.

The execution period is set at 60 calendar days, starting from the date the start order is signed and the work site is handed over, whichever comes later. Payment is to be made in new Syrian pounds.

General Conditions

Bidders are required to submit all requested bonds; failure to pay the bond renders the bid rejected. Joint bids require a written undertaking of joint and several liability among the participating parties.

Bids that do not meet the conditions will be automatically rejected, and bids must be submitted in new Syrian pounds. The ministry reserves the right to cancel or re-issue the tender without justification and without any right to compensation for bidders.

Interested bidders should visit the Deir ez-Zor directorate, Port Said Street, 900 meters east of Al-Dallah roundabout (the administrative office), to obtain the tender file for a non-refundable fee of 5,000 new Syrian pounds, and submit a sealed, duly signed written request.

The file may be purchased from the date of announcement until 13/09/2026, daily from 10:00 a.m. to 2:00 p.m., excluding Fridays and Saturdays. The final deadline for submitting bids is the end of business on 13/09/2026, with bid opening scheduled for 14/09/2026.
