The Directorate of Technical Services in Idlib Governorate has announced, for the second time under full urgency, a sealed-envelope tender for the implementation of 27 projects under the investment budget for international roads. The tender is issued pursuant to Contracts Regulation No. 51 of 2004, with approvals from the General Secretariat of the Presidency, the Minister of Finance, and the Governor of Idlib.
The package covers road rehabilitation, paving, and maintenance works across multiple areas of the governorate, including:
Individual project estimated costs range from 6,175,000 SYP to 140,854,740 SYP (new Syrian pounds), with execution periods ranging from 30 to 90 days depending on the scope of each project.
An initial bond of 5% of the estimated value is required, and a final bond of 10% of the contract award value, payable by certified cheque, financial receipt, or bank guarantee. A delay penalty of one per thousand per day of delay applies. Bidders remain bound by their offers for 120 days. Contractors must provide a resident engineer on site for projects exceeding 50,000 SYP in value. Insurance with the Syrian General Insurance Corporation is mandatory.
Interested parties must visit the Contracts Division at the Idlib Directorate of Technical Services to review and obtain the project dossier. Submission of a valid classification certificate in the relevant specialty and category, as required by the Minister of Construction and Housing, is mandatory. Non-compliant offers will be rejected. Advertising costs are borne by the contractor.

Offers must be submitted to the registry of the Directorate of Technical Services in Idlib, accompanied by supporting documents and the initial bond (5% of the estimated value), no later than the end of official working hours on Sunday 23 August 2026. Envelopes will be opened the following day at 10:00 a.m. A valid classification certificate in the relevant specialty and category is required. Advertising costs are borne by the contractor.
