The Public Establishment for Road Communications has announced an urgent domestic tender, using the addition-or-deduction method, for rain drainage and cleaning works on the central roads of Hama Governorate. The tender number is 87878.

Scope of Works

The tender covers rain drainage and cleaning works on the central roads within Hama Governorate, under a contract term of 365 calendar days.

The tender is conducted under the following frameworks:

• The Unified Public Entities Contracts System, issued by Law No. 51 of 2004.
• The General Conditions Book, issued by Legislative Decree No. 450 of 2004.
• The special technical specifications and the special legal and financial conditions book.

Bidders are deemed to have reviewed the project file under the conditions set out in the notice.

Value and Bonds

The estimated bill of quantities value is SYP 9,888,350. The bonds are set as follows:

• Initial bond: 5% of the estimated value, valid until the bidder's commitment to its bid ends.
• Final bond: 10% of the award value.

All partners must submit the provisional and final bonds, and the participation request must state that they are jointly and severally liable. A bidder remains bound to its bid for 60 days from the bid submission date, and the nominated contractor remains bound for 180 days from the day after notification of the award order.

Eligibility Requirements

• A contractor classification certificate for roads and bridges works, category five or six (2026 classification), issued by the Ministry of Public Works and Housing. Bids without it are rejected.
• A receipt showing purchase of the tender file.
• Public construction institutions and companies receive a preference: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.
