Latakia City Council has announced a second public auction, reference number 6726/10208, for the commercial investment of the Yemen Square tunnels in accordance with the legal and financial terms booklet ratified under Decision 1/T dated 10 April 2026. The investment period is ten years.

Tunnels Offered for Investment

The auction covers four tunnels distributed across different locations in the city, as follows:

  • Hittin Club Tunnel: Contains ten storage units numbered 13 to 22, with a restroom designated /A/.
  • Train Station Tunnel: Contains ten storage units numbered 37 to 46, with a restroom designated /B/.
  • Syria Street Tunnel (near the Directorate of Education): Contains 12 storage units numbered 1 to 12.
  • Al-Arouba Street Tunnel: Contains 14 storage units numbered 23 to 36.

Participation Conditions

Investors may bid on one or more tunnels, provided they submit the provisional security deposit for each tunnel separately. The provisional deposit is set at 100,000 new Syrian pounds per tunnel, while the final security deposit is fixed at 10% of the contract value.

Applications must be submitted with all required supporting documents and the provisional deposit no later than 12:00 noon on the day of the auction session. Bids must include proof of purchase of the terms booklet, valued at 2,000 new Syrian pounds; any bid submitted without this receipt will be rejected. Bidders remain bound by their offers for 60 days from the date of bid opening.

Auction Session and Schedule

The auction session will be held in the meeting hall of Latakia City Council on Thursday, 23 July 2026 at 12:00 noon. Should the scheduled date fall on an official holiday, the first working day thereafter shall be considered the auction date.

Obtaining the Terms Booklet

Interested parties may visit the Contracts Division at Latakia City Council during official working hours to purchase the terms booklet and submit their bids with all required documentation.

How to Apply

Bids must be submitted in person to the Contracts Division at Latakia City Council during official working hours, accompanied by the provisional security deposit of 100,000 new Syrian pounds per tunnel, proof of purchase of the terms booklet valued at 2,000 new Syrian pounds, and all required supporting documents. The submission deadline is 12:00 noon on Thursday, 23 July 2026.
