overview

The Public Establishment for Road Communications has announced a third domestic tender, under the full-speed procedure and the addition-or-deduction method, for the rehabilitation works on the Middle Maarat Bridge (Sinjar).

Scope of the Tender

The tender covers rehabilitation works on the bridge, with a contract term of 120 calendar days. It is conducted under the Unified Public Entities Contracts System issued by Law No. 51 of 2004 and the General Conditions Book issued by Legislative Decree No. 450 of 2004, together with the special technical specifications and the special legal and financial conditions book.

Bidders are deemed to have reviewed the project file under the conditions set out in the notice.

Value and Guarantees

  • Estimated bill of quantities value: SYP 5,167,400 (new Syrian pounds).
  • Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
  • Final guarantee: 10% of the award value.
  • Bidder's commitment to its offer: 60 days from the bid submission date.
  • Nominated contractor's commitment: 180 days from the day after notification of the award order.

All partners must provide the provisional and final guarantees, and the participation application must state that they are jointly and severally liable.

Eligibility Requirements

Bidders must submit a contractor classification certificate for road and bridge works in the first, second or third category (2024 classification), issued by the Ministry of Public Works and Housing for 2026, along with the receipt for purchase of the tender file. Offers without this certificate are rejected.

Public construction institutions and companies receive a preference: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Dates and Submission

Bids go to the establishment's registry in Damascus, on Al-Hamra Street opposite the Parliament, or by registered mail. They must arrive and be registered before the end of official working hours on Wednesday, 4 November 2026. Bids will be opened in a public session at 10:00 a.m. on Thursday, 5 November 2026.
