The Directorate of Technical Services of Latakia Governorate has announced a call for bids to carry out maintenance works at the Al-Bassa thermal landfill facility in the Latakia area. The procurement follows a full-speed tender procedure in accordance with Law No. 51 of 2004 governing public-sector contracts in Syria.
The Directorate of Technical Services, operating under Latakia Governorate, is the issuing authority for this tender. The works concern the maintenance of the Al-Bassa thermal landfill, classified under infrastructure and environmental services. The execution period is set at 30 days from the date of the commencement order.
Bidders must hold a valid classification under the applicable classification system, specifying their category and area of specialisation. Where a bid is submitted by a consortium, the participation request must explicitly state joint and several liability, and all partners must collectively submit the required financial guarantees.
Each offer must be submitted in a single outer envelope containing three inner envelopes as follows:
The provisional guarantee (bid bond) is set at 450,000 New Syrian Pounds, payable by certified cheque or bank guarantee. The performance bond is set at 10% of the awarded contract value. The tender dossier fee is 3,000 New Syrian Pounds, payable exclusively at the Latakia Finance Directorate.
Any offer lacking the required legal stamps on all submitted documents will be rejected. Bidders must also attach a notice from the Finance Directorate confirming payment of applicable fees pursuant to items 4 and 5 of Article 11 of Law No. 1 issued on 20 March 2023.
Bidders are bound by their offers for a period of 90 days from the date of submission. Envelopes will be opened at 10:00 AM on the day following the submission deadline, at the premises of the Directorate of Technical Services in Latakia.
How to Apply
Offers must be submitted in person at the Legal Section of the Directorate of Technical Services in Latakia, no later than the end of official working hours on Monday, 20 July 2026. Each submission must consist of an outer envelope containing three inner envelopes (technical, financial, and supporting documents). Bidders must attach proof of payment of the tender dossier fee (3,000 New Syrian Pounds) issued by the Latakia Finance Directorate, a provisional guarantee of 450,000 New Syrian Pounds in the form of a certified cheque or bank guarantee, and ensure all documents bear the required legal stamps.
