Project Overview

The General Establishment for Road Transport, operating under Syria's Ministry of Transport, has announced an internal and external request for proposals to carry out maintenance and rehabilitation works on the Homs-Aleppo motorway, including the connecting road between Saraqib and Idlib. This corridor is one of Syria's most strategically significant road arteries, linking the country's central and northern regions, making its rehabilitation a priority within the broader national infrastructure rebuilding agenda.

Scope of Works and Technical Specifications

The project covers maintenance works along motorway sections spanning Homs, Aleppo, and Idlib governorates, as well as the Saraqib-Idlib link road. Works are to be executed in accordance with the project's specific technical specifications and the legal and financial conditions booklet, alongside the Roads and Bridges Technical Specifications issued by the Ministry of Transport in 2002. The tender is governed by the Unified Public Sector Contracts System under Law No. 51 of 2004 and the General Conditions Booklet issued by Legislative Decree No. 450 of 2004.

Financial Conditions and Bonds

The issuing authority has set the initial bond at two million US dollars, valid through the end of the bidder's commitment period. The final bond is set at 10% of the awarded contract value. All bids must be submitted in US dollars. The nominated contractor may request an advance payment not exceeding 10% of the contract value, subject to the provisions of the legal and financial conditions booklet.

• Bidder commitment period: 60 calendar days from the day following the bid submission deadline.

Participation Requirements

Interested companies must visit the Contracts Directorate at the General Establishment's headquarters to obtain the technical, legal, and financial conditions booklets for a fee of one thousand US dollars. Foreign bidders are required to submit all requested documents duly authenticated by the competent Syrian embassy or the Syrian Ministry of Foreign Affairs, and translated into Arabic by a sworn translator in Syria. Bids must be submitted in three sealed envelopes placed inside a fourth outer envelope addressed to the General Establishment, and delivered to its registry in Damascus or sent by registered mail.
