The Technical Services Directorate of Latakia Governorate has announced an urgent tender (reference no. 144200) covering maintenance and rehabilitation works at seven primary schools distributed across the governorate's districts, as part of the directorate's broader plan to improve educational infrastructure ahead of the upcoming academic year.

The tender comprises seven independent projects spanning the districts of Latakia city, the Northern Countryside, Al-Haffa, Qardaha, and Jableh, with details as follows:

  • Maintenance of Ruwaisat al-Qassis Primary School (Phase 1), Latakia city, estimated value 4,676,100 SYP, execution period 60 days, contractor grades 2, 3, 4.
  • Rehabilitation of Rabia School (Phase 2), Northern Countryside, estimated value 7,341,000 SYP, execution period 100 days, contractor grades 1, 2, 3.
  • Rehabilitation of Al-Aisawiyya Primary School (Phase 1), Northern Countryside, estimated value 3,318,800 SYP, execution period 75 days, contractor grades 2, 3, 4.
  • Rehabilitation of Beit Qadar School, Northern Countryside, estimated value 5,613,200 SYP, execution period 75 days, contractor grades 1, 2, 3.
  • Rehabilitation of Bashmana Primary School (Phases 1 and 2), Al-Haffa, estimated value 6,597,200 SYP, execution period 90 days, contractor grades 1, 2, 3.
  • Rehabilitation of Qalaat al-Mahaliba Primary School (Phase 1), Qardaha, estimated value 3,365,000 SYP, execution period 60 days, contractor grades 2, 3, 4.
  • Rehabilitation of Wadi al-Qala Primary School (Phases 1 and 2), Jableh, estimated value 5,456,600 SYP, execution period 120 days, contractor grades 1, 2, 3.

Eligibility and Classification Requirements

Bidders must satisfy the conditions set out in Law No. 51 of 2004, particularly Articles 11, 13, 14, and 15. They must also hold a valid subscription to the official announcements bulletin for 2026 and be classified with the Contractors Syndicate at the grade specified for each project.

Financial Guarantees and Obligations

An initial bond of 5% of each project's estimated value is required, payable by certified cheque or bank guarantee. A final bond of 10% of the awarded contract value applies upon award. Bidders remain bound by their offers for ninety days from the date of notification, while shortlisted contractors remain bound for one hundred and eighty days.

Required Documentation

Bidders must attach a notice from the Finance Directorate confirming payment of applicable fees under items 4 and 5 of Article 11 of Law No. 1 dated 20/3/2023, along with a financial receipt for the conditions booklet of each project and the relevant stamps issued by the Latakia Finance Directorate, accompanied by a letter from the Legal Department of the Technical Services Directorate.

How to Apply

Interested bidders must visit the Legal Department of the Technical Services Directorate in Latakia to review project files and conditions, and submit their offers to the directorate's registry no later than the end of official working hours on Wednesday, 12 August 2026. Envelopes will be opened at 10:00 a.m. on Thursday, 13 August 2026.
