The General Establishment for Road Transport, affiliated with Syria's Ministry of Transport, has announced an open domestic and international tender for the maintenance and rehabilitation of the Nassib-Damascus motorway. This strategic highway corridor connects southern Syria to the capital, Damascus, and its rehabilitation forms part of broader efforts to restore the country's central road network.
The tender is governed by the Unified Public Entities Contracts System issued under Law No. 51 of 2004, and the General Conditions Booklet issued under Legislative Decree No. 450 of 2004, alongside the project-specific technical specifications and legal-financial conditions booklet. All bids must be submitted in US dollars.
Foreign companies wishing to participate must submit all required documents duly authenticated by the competent Syrian embassy and the Syrian Ministry of Foreign Affairs, and translated into Arabic by a sworn translator certified in Syria. In the case of a consortium, the participation application must include a declaration of joint and several liability among all partners.
Interested parties should contact the Contracts Directorate at the General Establishment for Road Transport to obtain the technical, legal, and financial conditions booklets, as well as an electronic copy of the Roads and Bridges Technical Specifications Booklet issued by the Ministry of Transport in 2002. The cost of the tender dossier is USD 1,000.
How to Apply
Bids must be submitted in three sealed envelopes placed inside a fourth outer envelope addressed to the General Establishment for Road Transport, indicating the tender subject, the specified date, the bidder's name, their chosen domicile in Syria, and their phone number. Submissions may be delivered in person or by registered mail to the Establishment's registry in Damascus, Al-Hamra Street, opposite the Parliament, before the end of official working hours on Sunday, 26 July 2026.
