Latakia Transport Directorate has announced a first-round sealed-envelope tender for the rehabilitation of its own building in the city of Latakia. The tender is conducted under Unified Contracts Law No. 51 of 2004 and the General Conditions Book issued by Decree No. 450 of 2004, together with the technical, legal and financial specification books approved for this purpose.

Scope and Duration

The tender covers rehabilitation works on the Latakia Transport Directorate building. The execution period is set at 100 calendar days, starting the day after the contractor is notified of the commencement order or handed the work site, whichever is later.

Financial Terms

• Estimated value: SYP 4,917,700 (new Syrian pounds).
• Initial guarantee: 5% of the estimated value.
• Final guarantee: 10% of the award value.
• Delay penalty: 0.001 (one per thousand) of the total contract value for each day of delay, capped at 20% of the total value.
• Specification book fee: SYP 5,000, paid to the account of the Central Treasury.

Bidder Requirements

Bidders must inspect the work site and review the execution conditions as set out in the specification book, and attach the required document to their bid. The contracted contractor must carry out the works in line with the joint visual identity requirements for transport directorates approved by the Ministry of Transport.

A bidder remains bound by its offer for 90 days from the day after the bid submission deadline ends. The shortlisted bidder remains bound for 90 days from the day after it is notified of the award decision.

Dates and Submission Point

The deadline for bids is the end of official working hours on Sunday, 1 November 2026. The bid opening session is set for 10:00 on Monday, 2 November 2026. Specification books can be obtained, and bids submitted, at the registry of Latakia Transport Directorate on Abdul Qader Al-Husseini Street in Latakia.
