The Public Establishment for Road Communications in Damascus has announced a second-round internal tender, on a full-speed basis using the addition or deduction method, for periodic maintenance works on the Latakia-Haffa-Slinfeh road under the 2026 plan. The notice carries tender number 86523.

Scope and Contract Duration

The tender covers periodic maintenance works on the road, and the establishment has set the contract duration at 90 calendar days. Bidders are deemed to have reviewed the project file under the conditions stated in the notice.

Value and Guarantees

• Estimated bill of quantities value: 8,065,385 new Syrian pounds.
• Initial bond: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final bond: 10% of the award value.
• Bidder's commitment to its offer: 60 days from the date offers are submitted.
• Nominated contractor's commitment: 180 days from the day after notification of the award order.

All partners must submit the provisional and final bonds, and the application must state that they are jointly and severally liable.

Eligibility Requirements

Applicants must attach a contractor classification certificate for road and bridge works, in the excellent, first, second or third category, issued by the Ministry of Public Works and Housing for 2026, together with the receipt for purchasing the tender file. Offers without this certificate are rejected.

The tender gives public construction institutions and companies a preferential margin, accepting their prices up to 10% above the lowest private-sector offer.
