Scope of Works

The tender covers restoration of the Ministry's Emergency and Disaster Management directorate in Latakia governorate along with its affiliated centers and forecourt, according to the technical, legal, and financial terms booklet governing the tender.

Value and Bonds

• Estimated value of works (first sector): SYP 37,287,240.
• Temporary bond: SYP 1,864,362.
• Final bond: 10% of the contract value.
• Payment currency: new Syrian pound.

Timeframes

• Bidder's offer commitment period: 60 calendar days from the day following the bid submission deadline.
• Awarded contractor's commitment period: 90 calendar days from notification of contract award.
• Execution period: 60 calendar days from the date of the start order and handover of the work site, whichever is later.

Interested bidders must visit the Emergency and Disaster Management Directorate in Latakia city (Al-Faroos area, opposite the municipal stadium, next to the Directorate of Environment, General Directorate office) to obtain the tender file for a non-refundable fee of SYP 5,000, submitting a sealed and duly signed written request. The file purchase window runs from the announcement date until the end of business on September 13, 2026, daily from 10 a.m. to 2 p.m., except Fridays and Saturdays.

General Conditions

• Bidders must submit all required bonds; failure to pay the bond renders the offer rejected.
• Joint bids require a participation request including a joint and several liability commitment.
• Offers that do not meet the conditions are automatically rejected.
• Offers must be submitted in new Syrian pounds.
• The Ministry reserves the right to split the contract subject matter, and to cancel or reissue the tender without stating reasons or bidder compensation.
