Latakia City Council has announced a first-round call for price offers, notice number 9314/10208, for the preparation of detailed layout plans and topographic survey plans, marked as urgent.

Scope of Work

The tender covers the preparation of detailed layout plans together with topographic survey plans, carried out under Law No. 23 of 2015 and its executive instructions, based on the terms and conditions booklet certified under Decision No. 97 of 2026.

Submission and Opening Dates

Offers are to be submitted to the city council's office by the end of official working hours on Sunday, September 27, 2026, with bid opening scheduled for the following day. If the submission date coincides with an official holiday, the next working day is considered the official submission date.

Bidders must itemize their offers in terms of specifications, prices, and lease duration, and attach all required supporting documents.

Guarantees and Penalties

• Provisional guarantee: SYP 50,000
• Final guarantee: 10% of the contract value
• Delay penalty: one per thousand for each day of delay
• Bid validity period: 60 days from the bid opening date

Purchasing the Bid Documents

Interested parties may visit the contracts division during official working hours to purchase the terms and conditions booklet, priced at SYP 1,500. The issuing authority stated that any offer not accompanied by a receipt proving purchase of the technical, legal and financial terms booklet will be rejected.

Offers must be submitted to the office of Latakia City Council by the end of official working hours on Sunday, September 27, 2026, accompanied by all supporting documents and a receipt for the terms and conditions booklet. Bid opening will take place the following day. The provisional guarantee is SYP 50,000, and the terms booklet can be purchased from the contracts division for SYP 1,500 during official working hours.
