Latakia City Council has announced a first-round sealed-envelope auction, conducted under full urgency procedures, for the construction and operation of combined or standalone service and commercial centers, including warehouses and storage facilities, on Plot No. /C1/ within the city's Metal Industries Zone.

Project Scope and Specifications

The plot subject to this auction covers an area of 5,000 square metres. The project encompasses the development of integrated service and commercial centers alongside warehousing units, which may be operated collectively or individually in accordance with the investor's submitted proposal. The investment duration shall be determined based on the investor's offer and its economic feasibility study.

Completion Period and Financial Guarantees

The total project completion period is set at 18 months. The required financial guarantees are as follows:

• Provisional guarantee: 100,000 new Syrian pounds, to be submitted alongside the offer.
• Final guarantee: Equivalent to 10% of the annual investment fee, determined upon contract award.

Tender Dossier and Purchase Procedure

The tender dossier is available for purchase at a cost of 3,000 new Syrian pounds from the Contracts Division at Latakia City Council during official working hours. A receipt confirming the purchase must be enclosed with the submitted offer; offers lacking this receipt will be automatically rejected.

Submission Deadline and Method

Offers must be submitted by the end of official working hours on Wednesday, 13 May 2026, accompanied by all required supporting documents and the provisional guarantee. Should the auction date fall on an official holiday, the first subsequent working day shall be deemed the auction date.

Offers must be submitted in sealed envelopes to the Contracts Division at Latakia City Council during official working hours, no later than the end of business on Wednesday, 13 May 2026.

Each submission must include the following:

• A provisional guarantee of 100,000 new Syrian pounds.
• All required supporting documents.
• A receipt confirming purchase of the tender dossier, valued at 3,000 new Syrian pounds. Offers submitted without this receipt will be rejected.

Should the auction date coincide with an official holiday, the first subsequent working day shall be considered the auction date. The tender dossier may be purchased from the Contracts Division during official working hours.
