overview

The Public Corporation for Road Communications in Damascus has announced an internal, full-speed tender, using the addition-or-reduction method, for rainwater drainage and cleaning works on the central road network in Latakia Governorate for 2026.

Scope of Works

The tender covers rainwater drainage and cleaning works on the central roads of Latakia Governorate. The contract period is set at 365 calendar days.

Legal Framework

The tender follows the Unified Public Entities Contracts System under Law No. 51 of 2004 and the General Conditions Book issued by Legislative Decree No. 450 of 2004. The special technical specifications and the special legal and financial conditions book also apply, and bidders are deemed to have reviewed the project file.

Financial Terms

  • Estimated value of the bill of quantities: SYP 10,258,000.
  • Initial bond: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
  • Final bond: 10% of the award value.
  • Bidder's commitment to its offer: 60 days from the date of submission.
  • Nominated contractor's commitment to its offer: 180 days from the day after notification of the award order.

All partners must provide the provisional and final bonds, and the participation request must state that they are jointly and severally liable.

Eligibility and Key Dates

Bidders must submit a contractor classification certificate for roads and bridges works, Category Five or Six (2026 classification), issued by the Ministry of Public Works and Housing for 2026, together with the receipt for purchasing the tender file. Offers without this certificate are rejected.

Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

The deadline for offers is before the end of official working hours on Sunday, 1 November 2026. Offers will be opened in a public session at 10:00 a.m. on Monday, 2 November 2026.
