Scope of the Request

The General Authority for Water Resources in Damascus has announced a domestic request for offers to supply laboratory equipment and materials for the Water Resources Directorate in Idlib. The work is to follow the specific legal, financial and technical bidding documents.

The notice was published on 27 October 2026 under reference number 88309.

Financial Terms

• Provisional guarantee: SYP 500,000 (five hundred thousand Syrian pounds).
• Final guarantee: 10% of the award value.
• Execution period: two months.
• Late-delivery penalties: 0.001 (one per thousand) of the total contract value for each day of delay, capped at 20% of the total commitment value.

The notice does not state an estimated value for the supply.

Legal Framework

Bidders remain bound by their offers for 90 days, starting from the day after the deadline for submitting offers.

Matters not covered by the notice and the special conditions are governed by the Unified Contracts System issued under Law No. 51 of 2004 and the General Conditions Book issued under Decree No. 450 of 2004.

Obtaining the Bidding File

The file can be requested from the Contracts and Supply Department at the Idlib Water Resources Directorate for a fee of SYP 500. It can also be reviewed on the website of the General Authority for Water Resources (gcwr.gov.sy).

Offers are accepted until 14:20 on Thursday, 12 November 2026.
