The Syrian Public Establishment for Grain (the General Establishment for Grain Trading and Processing) has announced a second-round domestic request for offers to rehabilitate the silo of the Khan Tuman mill, which has a storage capacity of 100,000 tonnes of wheat. The notice was published on 3 November 2026 under reference 89137.

Scope of Works

The tender covers the rehabilitation of the mill silo in line with the conditions and specifications of technical specification book No. 5343/S/471/26/16/4 dated 6 October 2026. It is accompanied by the special conditions book (financial and legal) No. 2084/26/8/3 dated 6 October 2026.

Financial and Contract Terms

• Initial guarantee: 48,300,000 new Syrian pounds, paid by transfer to the establishment's account at the Central Bank of Syria and released only with the approval of the establishment's general management.
• Provisional guarantee fee: 575 new Syrian pounds (fiscal stamp), with a payment receipt to be attached to the offer.
• Execution period: 12 months, starting the day after the contractor is notified of the commencement order.
• Final guarantee: 10% of the total contract value.
• Bid validity: 60 days from the day after the final submission deadline.

The nominated contractor remains bound by its offer for 60 days from the day after being notified of the award. Any offer submitted without the initial guarantee is rejected.

Submission Deadline

Offers are accepted until 2:30 pm on Sunday, 22 November 2026, at the establishment's registry office in Barzeh, Damascus.
