Tender Subject

The Public Establishment for Road Communications has announced a third-round domestic tender under the total-speed procedure, using the addition-or-deduction method, for the rehabilitation of Khan al-Sabil Bridge. The contract period is 150 calendar days.

The tender is governed by the Unified Public Entities Contracts System issued under Law No. 51 of 2004 and the General Conditions Book issued under Legislative Decree No. 450 of 2004, together with the special technical specifications and the special legal and financial conditions book. Bidders are deemed to have reviewed the project file.

Value and Guarantees

• Estimated bill of quantities value: SYP 29,591,150 (new Syrian pounds).
• Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.

Where several partners bid together, all of them must provide the provisional and final guarantees, and the participation request must state that they are jointly and severally liable.

Offer Validity Periods

• Bidder's commitment to its offer: 60 days from the date offers are submitted.
• Nominated contractor's commitment: 180 days from the day after notification of the award order.

Qualification and Preference Terms

Bidders must submit a contractor classification certificate for roads and bridges works, in the Excellent, First or Second category (2024 classification), issued by the Ministry of Public Works and Housing for 2026. Offers without this certificate are rejected. The receipt for purchasing the project file must also be attached.

Public construction institutions and companies receive a preference: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Offers are accepted until the end of official working hours on Wednesday, 4 November 2026. Offers will be opened in a public session at 10:00 a.m. on Thursday, 5 November 2026.
