The Public Establishment for Road Communications in Damascus has announced an internal tender for the maintenance works required on the Kessab-Nabain-Basit road for 2026, using the addition or deduction method.

Scope of Works

The tender covers maintenance on the road from km 0 (the Basit junction) to km 28+, along with the treatment of subsidence at locations along the road.

The contract period is 120 calendar days.

Value and Guarantees

• Estimated bill of quantities value: 23,687,275 new Syrian pounds.
• Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.
• Bidder's commitment to its offer: 60 days from the date offers are submitted.
• Nominated contractor's commitment to its offer: 180 days from the day after notification of the award order.

All partners must provide the provisional and final guarantees, and the participation request must state that they are jointly and severally liable.

Legal Framework

The tender follows the Unified Public Entities Contracts System issued under Law No. 51 of 2004, the General Conditions Book issued under Legislative Decree No. 450 of 2004, and the special technical specifications and the special legal and financial conditions book. Bidders are deemed to have reviewed the project file.

Eligibility Requirements

• A contractor classification certificate for roads and bridges works (Excellent, First or Second category) issued by the Ministry of Public Works and Housing for 2026. Offers without it are rejected.
• A receipt showing purchase of the tender file.

Public construction institutions and companies receive a preference: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Bidders submit offers by the stated deadline in line with the submission instructions, and offers are opened in a public session on Monday, 2 November 2026.
