The Directorate of Culture in Idlib has announced a sealed-envelope tender for the restoration and rehabilitation of the Cultural Centre in the town of Kafr Takharim, which is affiliated with the directorate. It is a first-round tender under the urgent procedure, and it follows the approved special conditions booklets and technical specifications.

Scope of Works

The tender covers restoration, maintenance and rehabilitation of the centre according to the drawings, technical specifications, price schedules and bills of quantities. The works include:

• Civil works
• Structural works
• Electrical works
• Sanitary works
• Painting
• Finishing works

Value and Bonds

The estimated bill of quantities value is SYP 2,771,029 (two million seven hundred seventy-one thousand and twenty-nine new Syrian pounds).

• Initial bond: 5% of the estimated project value, equal to SYP 138,551.
• Final bond: 10% of the total contract value, payable by the winning contractor.
• Tender dossier price: SYP 1,000 (new), paid according to procedure.

Duration and Obligations

The directorate set the execution period at 60 calendar days, starting from the date the work commencement order is notified. The delay penalty is 1 per thousand of the total contract value for each day of delay, capped at 20% of the contract value.

Bidders remain bound by their offers for 50 days, starting the day after the bid submission deadline. The shortlisted bidder has 50 days from notification of the award.
