The Public Establishment for Road Communications has announced a third-round domestic tender, on a total-speed basis using the addition or deduction method, for rehabilitation works on the central median of the Izra - Suwayda road in the town of Busr al-Harir.

Scope of the Tender

The tender covers rehabilitation of the central median on the stated section of the road, with a contract duration of 90 calendar days.

The tender is conducted under the Unified Public Entities Contracts System issued by Law No. 51 of 2004 and the General Conditions Book issued by Legislative Decree No. 450 of 2004, together with the special technical specifications and the special legal and financial conditions book. Bidders are considered to have reviewed the project file.

Value and Financial Guarantees

• Estimated bill of quantities value: SYP 5,958,500.
• Preliminary guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.
• Bid validity: 60 days from the date offers are submitted.
• Commitment period of the nominated contractor: 180 days from the day after notification of the award order.

All partners must provide the preliminary and final guarantees, and the participation request must state that they are jointly and severally liable.

Eligibility Requirements

• A contractor classification certificate for roads and bridges works (first, second or third category, 2024 classification), issued by the Ministry of Public Works and Housing for 2026. Offers without it are rejected.
• A receipt showing purchase of the tender file.

Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Obtaining the Tender Documents

The technical, legal and financial conditions books are issued by the Contracts Directorate of the Establishment, together with an electronic copy of the technical specifications book for roads and bridges issued by the Ministry of Transport in 2002, for a fee of SYP 3,000.
