Idlib University has announced a sealed-envelope tender for building a garage with offices, a yard and a wall on its premises in Idlib city. According to the notice, this is the second announcement, issued under the expedited procedure, and it carries tender number 178433.

Tender Scope

Bid Acceptance Conditions

The university set the following financial conditions for accepting bids:

• Initial deposit: 235,000 new Syrian pounds, paid at the Contracts Department.
• Final deposit: 10% of the award value.
• Accepted payment methods: a certified cheque, cash, or a bank guarantee.
• Currency of dealing: the new Syrian pound.

Bid Composition

Bids are submitted in three envelopes. The first envelope holds the technical offer, which includes the following documents:

• A document confirming no criminal conviction.
• A document confirming the bidder is not a public employee.
• A chamber of commerce certificate and merchant registration.
• A copy of the ID card and a written declaration.
• The initial deposit receipt.
• A contractors' syndicate membership document.
• The tender participation application.
• A subscription document with the Arab Advertising Establishment.

The second envelope contains the financial offer. The third envelope holds both previous envelopes and must show the bidding entity's name, the bidder's full three-part name, domicile and contact number, along with the bidder's stamp and signature.

Dates and Receiving Office

The university receives bids at the General Registry Directorate in the university presidency until the end of official working hours on Wednesday, 4 November 2026. Bids are opened at 10:00 a.m. on Thursday, 5 November 2026. Interested bidders should contact the Contracts Department at the university presidency to submit their offers.
