The tender covers topographic survey works across 22 residential and urban localities distributed throughout the governorate, with proposed survey areas ranging from 20 hectares at the smallest site to 2,000 hectares in Idlib city. The listed localities include:

  • Maarrat al-Numan: 1,500 hectares
  • Khan Shaykhun: 1,400 hectares

  • Jisr al-Shughur: 600 hectares

Value and Timelines

The combined estimated value of all the survey projects is approximately 314,272,000 Syrian pounds, with execution periods varying between 30 and 120 days per site, depending on the survey area required.

Guarantee and Penalty Terms

The initial guarantee is set at 5% of the estimated value, while the final guarantee is 10% of the award value, payable by certified check, financial receipt, or bank guarantee. The notice also specifies a delay penalty of one per thousand for each day of delay beyond the set execution period.

Qualification Requirements

Bidders wishing to participate must consult the Contracts Division at the directorate to review the project file, and must submit a professional classification decision document while adhering to the required specialization and category, with any non-compliant bid subject to rejection. The winning contractor bears the cost of publishing the tender notice.

Submission and Opening Dates

Bids are accepted at the offices of the Idlib Directorate of Technical Services until the end of official working hours on Wednesday, 26 August 2026, with envelopes to be opened the following day at exactly 10:00 AM. Insurance on the project through the Syrian General Insurance Establishment is mandatory.
