The General Secretariat of Idlib Governorate has announced a full-speed tender, issued for the first time, using the sealed-envelope method. It covers restoration projects in municipalities that fall under the governorate.

Scope of the Tender

The tender covers six administrative units, and a participation request must be submitted separately for each municipality. Each project has an execution period of 90 days, and bidders remain bound to their offers for 90 days.

Municipalities and Estimated Costs

Estimated costs are stated in new Syrian pounds and total about 92.47 million:

• Al-Hubayt Municipality: 15,056,628
• Bleon Municipality: 14,747,508
• Maaret al-Shalf Municipality: 14,730,948
• Ram Hamdan Municipality: 17,336,388
• Jarjanaz Municipality: 15,863,928
• Kafr Oweid Municipality: 14,735,088

Bonds and Financial Obligations

• The initial bond is 5% of the estimated bill of quantities, and the final bond is 10% of the award value.
• Bonds may be provided as a certified cheque, a financial receipt or a bank guarantee.
• The delay penalty is one per thousand for each day of delay.
• Insurance of the project is mandatory with the Syrian General Insurance Establishment.

Contractor Requirements

The contractor must provide a resident engineer on site for projects valued above 50,000 new Syrian pounds. Bidders must also submit their classification decision and comply with the required specialisation and category under the decision of the minister responsible for construction and development. Any offer that does not meet these conditions is rejected.

The first envelope holds the participation request and supporting documents required by Article 11 of Law No. 51 of 2004, issued within the previous three months. The second envelope holds the financial and commercial offer with unit and total price schedules.
