The Directorate of Culture in Idlib has announced a sealed-envelope tender for the restoration and rehabilitation of the Cultural Centre in Idlib city, which is affiliated with the Directorate. The notice was issued for the first time under the fully expedited procedure, in line with the approved special conditions booklets and technical specifications.

Scope of Works

The tender covers restoration, maintenance and rehabilitation of the Cultural Centre, together with the construction of guest (overnight) rooms and the reactivation of the main entrance. Works are to follow the drawings, technical specifications, price schedules and bills of quantities.

The works span the following trades:

• Civil works
• Structural works
• Electrical works
• Sanitary works
• Painting
• Finishing works

Value and Guarantees

The Directorate set the estimated bill of quantities value at SYP 9,023,001 (new Syrian pounds). The initial guarantee is 5% of the project's estimated value, and the final guarantee is 10% of the total contract value for the winning contractor.

The tender file costs SYP 1,000 (new), payable in accordance with procedure.

Duration and Penalties

• Execution period: 60 calendar days, starting from notification of the work commencement order.
• Delay penalty: 1 per thousand of the total contract value for each day of delay, capped at 20% of the contract value.
• Bid validity: 50 days, starting the day after the bid submission deadline.
• For the shortlisted bidder: 50 days from notification of the award.

Bids are submitted in a sealed envelope to the registry office of the Directorate of Culture in Idlib during official working hours. The last date for receiving offers is the end of official working hours on Wednesday, 10 November 2026. The bid opening session takes place at 10:00 a.m. on Thursday, 11 November 2026.
