The General Housing Establishment has announced a need to complete the remaining shared works and rehabilitate the damaged shared works of Residential Tower No. 33 in Daraa governorate (the Dahiya area), under tender No. 6563.

Scope of Works

The tender covers two linked components: finishing the shared works not yet completed in the tower, and rehabilitating its damaged shared works. The notice does not include a bill of quantities or a detailed technical description of the items.

Value and Execution Period

• Estimate sheet No. 422/22 dated 30/9/2026: SYP 42,805,617.
• Execution period: six months.
• Initial bond: 5% of the estimate, by certified cheque payable to the Establishment, a bank guarantee covering the commitment period, or a bank transfer.
• Final bond: 10% of the award value, in the same forms.
• Retention: 5% of entitlements.
• Delay penalty: one per thousand of the award value for each day of delay.

Bidders remain bound by their offers for two months from the day after the submission deadline. The nominated contractor remains bound for four months from the day after being notified of the award.

Documents Required from Bidders

Offers are submitted under Law No. 51 of 2004 on the contracts system, and no offer is accepted without the following:

• The required initial bond.
• A building-works classification certificate (third, fourth or fifth category) under the classification decision issued by the Minister of Public Works and Housing, valid for 2026 and duly certified.
• A receipt showing payment of advertisement subscription fees under applicable laws, with the necessary permits.
• Proof of subscription to the official announcements bulletin for 2026.
• A certified copy of the 2026 commercial register.
• Proof of registration with a chamber of commerce or industry for 2026.
• A judicial record for 2026.
• Where an offer includes more than one partner, provisional and final bonds in the names of all partners.
• Unit and total price schedules, with the discount or surcharge percentage stated explicitly in the financial offer.

Dates and Tender File Cost

Offers are received until the end of official working hours on Wednesday 25/11/2026, and are opened at 11:00 a.m. the following day. The bidder awarded the tender bears the advertisement costs and the stamp duty on both copies of the contract.
