The General Company for Railway Construction has announced a local, fast-track tender for the supply of basalt stone to its Khirbet al-Tin center in Homs governorate, conducted under Unified Public Entities Contracts Law No. 51 of 2004 and the general terms and conditions issued by Legislative Decree No. 450 of 2004.

Scope of Supply

The company is seeking a supply of 12,000 cubic meters of basalt stone, at a daily rate of no less than 300 and no more than 500 cubic meters, to the Khirbet al-Tin center in Homs.

• Total quantity: 12,000 cubic meters of basalt stone.
• Daily delivery rate: between 300 and 500 cubic meters.
• Delivery site: Khirbet al-Tin center, Homs governorate.
• Effective supply period: 40 days.

The tender follows the Unified Public Entities Contracts system and general terms and conditions booklet, along with the company's specific technical, legal and financial terms.

Bid Submission Process

Bids must be delivered to the company's head office in Aleppo, or sent by registered mail to arrive and be registered there, before the end of official working hours on Monday, September 28, 2026. Bids will be opened at 10:00 a.m. the following day, Tuesday, September 29, 2026.

Financial Guarantees

• Initial bid bond: SYP 420,000.
• Final performance bond: 10 percent of the awarded contract value.
• Bidder's offer validity period: 90 days from the day following the submission deadline.
• Awarded contractor's offer validity period: 90 days from the date of award notification.

All bidders are required to attend the bid-opening session in person or send an authorized representative; otherwise, the submitted price will be considered final. The tender file can be obtained from the Financial Affairs Directorate in Aleppo for a fee of SYP 1,000.
