The Public Establishment for Road Communications has announced an internal tender, in its fourth round, for maintenance works on the Homs-Tartus highway (southern branch). The tender runs under the accelerated total-speed procedure and the addition-or-deduction method.
The contract period is 120 calendar days. The tender follows the Unified Public Entities Contracts System issued under Law No. 51 of 2004 and the General Conditions Book issued under Legislative Decree No. 450 of 2004, together with the special technical specifications and the special legal and financial conditions book. Bidders are deemed to have reviewed the project file.
Bidders must submit a contractor classification certificate for roads and bridges works in the Excellent or First category (2024 classification), issued by the Ministry of Public Works and Housing for 2026. Offers without this certificate are rejected. The purchase receipt for the tender file must also be attached.
Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.
A bidder remains bound to its offer for 60 days from the date of submission. The nominated contractor remains bound for 180 days from the day after being notified of the award order.
The Public Establishment for Road Communications was created by Decree No. 209 of 2003. According to its official website, it manages a central road network of 8,089 km, of which 1,520 km are highways.
