Homs Refinery Company has announced a local and international tender, issued for the second time and on a full-speed basis, under order No. 2026/4. The refinery seeks the supply of a new turbine for the filling compressor in Nitrogen Unit 1200B, in line with the special tender documents prepared for this purpose.

Financial Guarantees

The notice sets provisional bonds according to the type of bidder:

• Foreign bidders: EUR 1,500.
• Local bidders: SYP 198,000 (new currency).

The final bond is 10% of the contract value (award).

Delivery Period

• Foreign bidders: 150 days FOB or 180 days CFR.
• Local bidders: 180 days, delivered to the refinery site.

An investor in a free zone may take part as a foreign bidder, provided the goods are delivered to the port or the free zone.

Bidder Requirements

Bidders must attach their agency instruments within the envelope of supporting documents. A bid is rejected if it lacks a registered agency instrument under Law No. 34 of 2008. Each bidder remains bound by its offer for 120 days, starting the day after the submission deadline.

The notice is governed by Law No. 51 of 2004 and the general and special tender documents.
