The Homs Governorate Finance Directorate has issued a domestic request for offers, for the first time, to supply, install and operate a solar power system at the directorate's building. The notice was published on 4 November 2026 under reference number 134624.

Scope of Work

The request covers the supply, installation and operation of the system at the Homs Governorate Finance Directorate building. Quantities, specifications, terms and conditions are set out in the tender books, which come in three parts:

Financial Terms

The provisional deposit is SYP 186,425 (one hundred eighty-six thousand four hundred twenty-five Syrian pounds). The final deposit is set at 10% of the total contract value.

The notice does not state an estimated contract value.

Execution Period and Penalties

The execution period is fifty calendar days, starting the day after the contractor is notified of the commencement order.

Delay penalties are set at one per thousand of the total contract value for each day of delay, capped at 20% of the total value of the undertaking.

Offer Validity Period

• Bidders remain bound by their offers for three months, starting the day after the offer submission deadline.
• The nominated contractor remains bound for three months, starting the day after written notification of the award.

Offers are accepted until the end of official working hours on Sunday, 22 November 2026.
