Scope of Works

The Syrian Building and Construction Corporation (SEBCO), Tartous Branch, announces a second call for sealed-envelope price offers for the supply and implementation of heating works at the Faculty of Technical Engineering project, University of Tartous. The procurement is conducted under full urgency procedures.

Financial Conditions and Guarantees

Participating contractors must comply with the following financial requirements:

• Provisional Guarantee: SYP 2,750,000 (two million seven hundred and fifty thousand new Syrian pounds).
• Final Guarantee: 10% of the contract value.
• Special Conditions Booklet Fee: SYP 4,000.

Time Frames

• Offer Validity Period: 90 calendar days from the date of submission.
• Execution Period: 200 calendar days from the commencement date.

About the Issuing Authority

SEBCO is a public institution under the Ministry of Public Works and Housing, established in 2025 following the merger of five state construction companies. It is responsible for implementing infrastructure, governmental, university, and residential building projects across Syrian governorates. The Tartous Branch oversees several active projects in the governorate, including the Faculty of Technical Engineering at the University of Tartous.

Offers must be submitted in a sealed envelope to the SEBCO Tartous Branch Office, located at Al-Mashroo Al-Sadis (Sixth Project), adjacent to the Civil Affairs Directorate, Tartous. The deadline for submission is the end of the official working day on Wednesday, 8 July 2026. Envelopes will be opened at 10:00 AM on Thursday, 9 July 2026.
