1. Estimated Cost:
   • SYP 757,670,680 (Seven Hundred Fifty-Seven Million, Six Hundred Seventy Thousand, Six Hundred Eighty Syrian Pounds) according to Ref. No. 16806/S/4 dated 11/6/2026.
2. Execution Period:
   • 700 calendar days (Seven hundred calendar days).
3. Bid Bond (Initial Guarantees):
   • 2% of the estimated project value.
   • Payable via a certified check drawn to the order of the General Housing Establishment, a bank guarantee covering the bid validity period, or a direct bank transfer from the bidder's account to the Establishment's account.
4. Performance Bond (Final Guarantees):
   • 2% of the total contract value upon award.
   • Payable via a certified check, bank guarantee covering the commitment period, or a bank transfer to the Establishment's account.

Submission Procedures & Requirements

• Contractor Classification: Bidders must submit a valid Contractor Classification Certificate issued by the Ministry of Public Works and Housing (specialty: Buildings/Construction) matching the required category for this project size.
• Submission Place: Submissions must be delivered to the Head Office Registry of the General Housing Establishment in Damascus (Mazzeh Highway).
• Envelopes Structure:
  • First Envelope (Administrative & Legal Documents): Contains legal documentation, initial bid bond (2%), valid classification certificate, certificate of residence, and non-deprivation/non-barment declaration.
  • Second Envelope (Technical Offer): Contains technical proposals, execution methodology, and equipment/materials specifications.
  • Third Envelope (Financial Offer): Contains the bill of quantities, unit pricing, and proposed percentage discount or increase.
