The Financial Directorate of Homs Governorate has announced a first-round internal tender conducted through the sealed-envelope method, open to both public and private sector contractors. The works involve the maintenance and rehabilitation of the building's main facades using aluminum sections fitted with glass panels.
The scope covers two structural blocks:
The initial performance bond is set at 424,350 Syrian pounds (new). The final performance guarantee is fixed at 10% of the total contract value. The tender dossier is priced at 10,000 Syrian pounds (new), payable upon purchase from the Contracts Division.
A delay penalty of one per thousand of the contract value applies for each day of delay, with total penalties capped at 20% of the overall contract value.
The project execution period is 240 calendar days. Bidders remain bound by their offers for 90 days following the day after the submission deadline. The selected contractor remains bound for a further 90 days from the date of written award notification.
Offers must be submitted to the incoming registry (Diwan al-Warid) at the Homs Financial Directorate headquarters in Homs, Bab Hood district. Each submission must be enclosed in a large outer envelope containing two separate inner envelopes:
Interested parties must visit the Contracts Division on the eighth floor of the Directorate building to purchase the tender dossier before submitting their bids.
How to Apply
Offers must be submitted in person to the incoming registry at the Financial Directorate of Homs Governorate, Bab Hood, Homs, no later than the end of official working hours on Sunday, 6 September 2026. The outer envelope must contain two inner envelopes: the first holding the required legal documents, initial bond, and dossier receipt; the second holding the financial offer.
