overview

GIZ, under its CREA project in Türkiye and Syria, intends to award a contract to a private-sector construction company (or consortium of commercial construction companies) for the renovation and rehabilitation of 4 lightly damaged public schools in Aleppo, Afrin, Latakia and Azaz.

The four schools operate under the Directorate of Education and serve approximately 3,170 students and 82 teaching staff. The facilities are reinforced-concrete educational buildings from single-story to four-story structures, including classrooms, laboratories, administrative spaces, libraries, storage rooms, WASH facilities and external courtyards.

The interventions are intended to improve the educational environment through light rehabilitation and functional upgrades, enhance accessibility and sanitation services, and support the provision of safe, inclusive and quality learning environments.

Scope of works (site-specific selection)

  • Architectural & interior rehabilitation: repair and refurbishment of classrooms, offices and facades — plastering, painting, flooring, doors, windows, hardware.
  • Roofing & waterproofing: roof repairs, waterproofing and bituminous insulation, roof drainage.
  • WASH & plumbing: upgrading or constructing water, sanitation and hygiene facilities, incl. new toilet blocks, water tanks and plumbing networks.
  • Electrical & energy systems: rehabilitation of wiring, lighting and distribution panels; potential supply and installation of solar PV.
  • Site development & accessibility: courtyard paving, stormwater management, landscaping, ramps and accessible facilities.
  • Equipment & furniture: safety equipment (e.g. fire extinguishers), whiteboards, provision or repair of school furniture.
  • Commissioning & handover: final cleaning, system testing, personnel training, as-built documentation and maintenance manuals.

Timeline

The tender procedure (from invitation to tender until contract signing) is expected between 1 October and 15 November 2026. Works are expected to be completed within approximately 1.5 months from contract signing.

This EOI serves as a market survey to identify qualified suppliers and contractors. Following evaluation, a maximum of 10 highest-ranking companies will be shortlisted and invited to the subsequent tender phase. GIZ reserves the right to select the most suitable contractors or firms for future service provision and project representation as required.

Eligibility criteria

  • Submission of the documents listed above; no grounds for exclusion per the self-declaration (consortiums: add the consortium declaration).
  • Annual turnover of at least €120,000 in the last financial year.
  • At least 3 employees (managers, engineers, architects and foremen only) on average over the last three calendar years.
  • At least 1 reference project in rehabilitation of public buildings within the last 36 months, minimum contract value €60,000.
  • At least 1 reference project in Syria within the last 36 months, minimum contract value €60,000.

Scoring (shortlist of top 10)

  • 3+ qualifying reference projects: 100 points · 2 projects: 50 points · 1 project: 10 points · none: excluded.
