overview

GIZ, under its CREA project in Türkiye and Syria, intends to award a contract to a private-sector construction company (or consortium of commercial construction companies) for the structural rehabilitation and renovation of a heavily damaged school in Aleppo.

The school is currently out of service. The building combines load-bearing stone exterior walls with an internal reinforced-concrete frame of columns, beams and slabs. The structural frame was completed but the remaining construction works were left unfinished, and the corner section of the building suffered severe structural damage resulting in a partial collapse.

The facility has three floors of approx. 600 m² each plus a partial basement of approx. 225 m² — a total built-up area of approx. 2,000 m² with around 32 rooms — set in a courtyard of approx. 4,000 m² that also contains a separate sanitation block of approx. 50 m².

The contractor will use the existing conceptual designs to carry out a Design & Engineering Phase, followed by the construction works. The exact physical interventions will be determined once the engineering phase is complete.

Scope of works (may include, not limited to)

  • Design & engineering: site investigation and as-built documentation; updating and finalising the structural retrofitting design with detailed engineering calculations; final architectural, mechanical and electrical application drawings and updated quantities — all subject to GIZ review and approval before any construction starts.
  • Structural retrofitting: targeted demolition of severely damaged sections, concrete re-pouring, structural crack treatment, rebar doweling, and steel jacketing (steel angles and plates) for columns and beams.
  • Architectural works: facade repairs, interior plastering and painting, flooring (terrazzo, ceramic, marble), doors and aluminium joinery, complete roof waterproofing and thermal insulation.
  • MEP works: plumbing and electrical installations, accessible WASH facilities, a suitably sized modular water tank, fire safety systems, and a complete solar PV system with battery storage.
  • Site development & sports court: hard and soft landscaping including paving and planting, and a fully enclosed multi-purpose sports court with sports flooring (e.g. multi-layer acrylic) and fencing.
  • Commissioning & handover: testing and commissioning of all MEP systems, site cleanup, as-built drawings, O&M manuals and certifications for official handover to GIZ.

Timeline

The tender procedure (from invitation to tender until contract signing) is expected between 1 and 30 November 2026. Works are expected to be completed within approximately 8 months from contract signing.

This EOI is a prequalification step: only companies that pass the eligibility assessment will be shortlisted and invited to the subsequent tender phase, and complete tender documents will be provided to prequalified companies only. Do not submit technical proposals or financial offers at this stage.

Eligibility criteria

  • Submission of the documents listed above; no grounds for exclusion per the self-declaration (consortiums: add the consortium declaration).
  • Annual turnover of at least €600,000 in the last financial year.
  • At least 3 employees (managers, engineers, architects and foremen only) on average over the last three calendar years.
  • At least 1 reference project in rehabilitation or construction of buildings within the last 36 months, minimum contract value €400,000.
  • At least 1 reference project in Syria within the last 36 months, minimum contract value €400,000.

Scoring (100 points · shortlist of top 10 if applications are high)

  • Structural strengthening of buildings — reference projects in the last 36 months, min. €400,000 each: 2 or more projects 50 points · 1 project 25 points.
  • Rehabilitation of public buildings — reference projects in the last 36 months, min. €400,000 each: 2 or more projects 50 points · 1 project 25 points.
