Syria's Ministry of Energy has announced a call for expressions of interest for the Halabiya Zalabiya dam project on the Euphrates River, part of its plans to develop water and power infrastructure and attract investment in the energy sector.
The project includes construction of a dam and a hydroelectric generation plant with a capacity of 81 MW, along with a pumped storage plant (PSP) reaching up to 1200 MW. The ministry has invited qualified local and international companies and investors to review the project details and the requirements for submitting expressions of interest.
Submission requirements cover technical and financial studies, designs, as well as the implementation, operation and maintenance phases. The ministry made the full project details available through a dedicated online link and a QR code included in the official announcement.
Expressions of interest are to be submitted to the Ministry of Energy's main office in Damascus, Dummar Project, Al-Jazeera Al-Oula (the former building of the Euphrates Petroleum Company), in accordance with the conditions set out in the tender documents.
The announcement forms part of the ministry's broader effort to expand cooperation with specialized energy and water companies, supporting the development of major infrastructure projects across the country.
