The contracting office of the Military Construction Administration has announced the need to contract qualified contractors for electrical works carried out according to the technical specifications of the Electricity Establishment, in the Rahiba area of Rif Dimashq governorate.

Scope of Works

The notice covers electrical works follow-up at two sites:

  • Project 684 under the 21st Brigade, with a 45-day execution period
  • Project 694 under the 21st Brigade, with a 45-day execution period

Contractors may apply for one or more projects, provided a separate receipt and independent financial file are submitted for each project, with full commitment to the engineering supervision body's recommendations and the Electricity Establishment's technical specifications.

Application and Technical Evaluation Conditions

Applicants must submit a sealed technical file containing mandatory items without which the bid is rejected, as well as non-mandatory items that earn additional evaluation points, notably:

  • Commercial or industrial registration (10 points)
  • Contractors' syndicate membership (10 points)
  • Contracts or files of similar prior works (30 points)
  • Approved technical staff (20 points)
  • Prior work with the Military Construction Administration (10 points, non-mandatory)
  • Company organizational structure (10 points, non-mandatory)
  • An initial plan with a suitable timeline (10 points, non-mandatory)

The minimum score required to advance to the financial bid opening stage is 60 out of 100.

Financial Bids and Award

A separate financial bid must be submitted for each site in a sealed envelope, including detailed unit prices in US dollars (90 points), along with price analysis and execution duration as non-mandatory items that earn additional points. The award goes to the lowest-priced bid among those meeting the minimum technical threshold, and the administration may negotiate with contractors to reach a suitable price.

Bidders must submit an undertaking to honor their offer for 30 days, an initial guarantee receipt of 500 US dollars per site, and a document detailing the contractor's financial solvency.

Execution Period, Penalties and Payments

The maximum execution period per project is one and a half months from the approval and commencement order. A delay penalty of 0.015 of the total project value is applied per day of delay, with delays capped at 30 days, beyond which the project may be withdrawn.

Payments are disbursed according to periodic statements certified by the engineering supervision body, with the administration withholding 15% of each statement's value until final handover. Initial guarantees are returned to unsuccessful bidders, while the awarded contractor pays a final guarantee equal to 5% of the project's initial value.

Submission Period and Method

Bid submission opens on Wednesday, 7 October 2026, and closes at 11:00 on Sunday, 11 October 2026. Bids must be delivered in person to the contracting office at the engineering supervision branch of the Military Construction Administration in Kafr Sousa. A bid-opening committee will convene a closed session, with an official report on the results to be issued within one week of the submission deadline.
