Al-Furat University has announced a sealed-envelope internal tender for the second time to carry out a rehabilitation project for teaching halls within the Faculty of Arts (Economics) complex in Deir ez-Zor, in accordance with the prepared technical specification documents.

Project Scope and Value

The project covers the rehabilitation of teaching halls within the Faculty of Arts (Economics) complex of Al-Furat University in Deir ez-Zor, with an execution period of 60 days from the award date. The estimated value of the works stands at 2,496,322 new Syrian pounds, while the required initial guarantee for participation is set at 125,000 new Syrian pounds.

Submission Deadline

The final date for submitting bids is Wednesday, September 16, 2026, until 3:00 p.m., with envelopes to be opened the following day at the university's presidency headquarters.

Terms and Guarantees

• The final guarantee is set at 10% of the awarded contract value.
• A delay penalty of 0.1% (one per thousand) applies for each day of delay.
• A legal stamp valued at 1,000 new Syrian pounds must be affixed to the participation request, payable at the Finance Directorate.
• Bidders remain bound to their offers for 90 days from the envelope-opening date.
• The contractor must be classified with the Ministry of Public Works and Housing, duly certified in accordance with Decision No. 2828 of 2021, category four for buildings.

Submission Procedure

Bids must be submitted with supporting documents, initial guarantees, and the financial offer to the university presidency's office. The announcement is subject to Law No. 51 of 2004 and its amendments, the general terms booklet issued under Decree No. 450 of 2004, and the technical, legal, and financial specification documents specific to the project. Interested parties should contact the Contracts Department to review and obtain the specification documents against payment of 1,000 new Syrian pounds at the Finance Directorate; any bid not accompanied by a notice of the file's value will be rejected.

Bids, accompanied by supporting documents, initial guarantees, and the financial offer, must be submitted to the university presidency's office before 3:00 p.m. on Wednesday, September 16, 2026. Envelopes will be opened the following day at the university's presidency headquarters.
