The Technical Services Directorate of Deir ez-Zor Governorate has announced a sealed-envelope public tender, issued for the second time under expedited procedure, covering maintenance and rehabilitation works for a group of school buildings across the province, funded under the 2026 investment budget.

Project Scope

The tender covers 48 separate school projects spread across multiple areas of Deir ez-Zor governorate, including schools in the city center as well as in Al-Mayadin, Al-Bukamal, Al-Muhasan, Al-Ashara and other districts. Each project carries its own estimated cost, ranging from roughly one and a half million Syrian pounds up to over 14 million pounds per project, depending on the scope of repairs required at each building.

Notable schools included in the list are Al-Mutarada Secondary School (Education Building), Saqr Qureish, Al-Ghazali, Hawi al-Khareeta, Eastern Al-Buwaytiya and Al-Golan, in addition to schools in Muhasan, Al-Bukamal, Al-Ashara, Al-Mayadin and numerous other educational facilities in both rural and urban areas.

Divisible Projects and Submission

The tender terms specify that the projects are divisible, allowing contractors to bid on one or more of the listed projects rather than the entire package.

  • Deadline for bid submission: end of official working hours on Monday, September 7, 2026.
  • Bid opening: 10:00 AM on Tuesday, September 8, 2026, at the Governorate General Secretariat.
  • Bidder commitment period: 30 days.

Documents and Guarantees

Bidders must submit their offers in two separate sealed envelopes placed inside a third sealed envelope bearing the directorate's name, the subject of the offer, the bidder's name and contact numbers. The first envelope must contain the subscription request stamped with a 1,000 Syrian pound fee and the supporting documents required under Article 11 of the Unified Contracts System No. 51 of 2004, along with an initial guarantee of 5% of the estimated value of each undertaking. The second envelope must contain the financial and commercial offer with itemized and total price schedules, free of any reservations or legal or technical conditions.

Obtaining Tender Documents

Offers are subject to the provisions of General Terms Booklet No. 450 of 2004 and the Unified Contracts System No. 51 of 2004. Interested contractors may obtain the tender file from the Contracts Division at the Technical Services Directorate in Deir ez-Zor, after paying a fee of 2,500 Syrian pounds at the Finance Directorate and attaching the payment receipt.
