The Directorate of Social Affairs and Labour in Deir ez-Zor has announced a full-speed (total urgency) tender, issued for the first time, for the rehabilitation of its building in the Hamidiyah district, opposite the municipal stadium. The tender follows the legal, financial and technical specifications booklet prepared for the project.

Project Scope

The notice covers a single project: the rehabilitation of the Social Affairs and Labour Directorate building in Deir ez-Zor. The notice states that it cannot be divided, so a bid must cover the project as a whole.

Bids are subject to Decree No. 450 of 2004 and Law No. 51 of 2004 (the Unified Contracts System).

Financial Terms

• Estimated bill of quantities value: SYP 23,004,570.
• Preliminary bond: 5% of the project's estimated value.
• Final bond: 10% of the award value.
• Tender documents fee: SYP 2,500, paid at the Deir ez-Zor Finance Directorate, with the receipt attached to the bid.

Bid Submission Requirements

Bids go to the Directorate's registry office with the required supporting documents, in two sealed envelopes placed inside a third sealed envelope addressed to the Directorate. The outer envelope must show the subject of the bid, the bidder's name, and the bidder's phone and fax numbers.

• First envelope: the participation application bearing a SYP 1,000 stamp or proof of payment at the financial departments, the supporting documents showing that the conditions of Article 11 of the Unified Contracts System are met, and the preliminary bond.
• Second envelope: the financial offer, written clearly with no scratching out, deletions or insertions. It may not contain legal or technical reservations or conditions, and any that appear are disregarded.

Bidders must also provide a classification certificate from the Contractors' Syndicate and proof of subscription with the advertising establishment.

Deadlines and Document Access

The deadline for submitting bids is Monday, 9 November 2026. Any bid that departs from the specifications booklets or arrives after the deadline is rejected. The shortlisted bidder remains bound to its offer for 45 calendar days from notification of the award letter.

Bid-opening sessions begin at the Directorate's headquarters at 10:00 a.m. on the first official working day after the submission deadline. The tender file can be obtained from the Directorate's Planning Department during official working hours, after paying the fee.
