The General Company for Drinking Water and Sewage in Damascus Governorate has announced tender no. 89040 for emergency excavation repairs at various locations across the Damascus city water network. The tender is run on an addition-or-deduction basis at full speed, and this is the second time it has been issued.

Scope of the Tender

The project covers the repair of emergency excavations at scattered points in the water network, in line with the special technical, financial and legal specifications prepared by the company's administration. Bidders must enter their addition or deduction percentage on the individual prices in the unit price schedule prepared by the administration, and in the price schedule and price analysis schedule only. All of these must be enclosed in the financial offer envelope. A percentage written on a separate sheet is not accepted and leads to rejection of the bid.

Value and Guarantees

• Estimated project value: SYP 5,000,000 (new Syrian pounds), including the value of materials supplied by the contractor.
• The estimated amount is reserved in the 2026 current budget.
• Initial guarantee: SYP 250,000.
• Final guarantee: 10% of the award value.
• Execution period: 180 days or until the estimated amount is exhausted, whichever comes first, starting from the date of the site handover letter.
• Bidder commitment period: 90 calendar days from the day after the offer deadline.
• Nominated contractor commitment period: 90 calendar days from the day after notification of the award.

Where several participants submit a single joint offer, they provide the guarantees between them.

Eligibility Requirements

• Classification in the water networks, sewage and dams specialty, in the fourth, third or second category, issued by the Ministry of Public Works, duly certified and valid for 2026.
• Documents proving experience in similar works.
• Submission of the offer in person, by authorization or by official power of attorney.

For a joint offer, a classification certificate and experience documents from one of the participants are sufficient.

Offers are accepted until 15:20 on Monday, 9 November 2026, and the bid opening session is held at 10:00 on Tuesday, 10 November 2026.
