The General Company for Drinking Water and Sewerage in Damascus Governorate has announced a tender on an add-or-deduct basis, under the full-speed procedure and for the first time, to carry out the 2026 project to replace sewer lines. The tender follows the special conditions books (technical, financial and legal) prepared by the company's administration.

Project Scope

The project covers the replacement of sewer lines in the Qanawat, Sarouja and Old Damascus areas. The estimated amount for the project has been reserved in the 2026 investment budget.

• Estimated value: SYP 7,000,000 (new Syrian pounds).
• Execution period: four calendar months from the date of the site handover letter.
• Bid format: bidders enter an add-or-deduct percentage on the estimate schedule prepared by the administration.

Bonds and Validity Periods

• Initial bond: SYP 350,000 (new Syrian pounds), submitted jointly by all bidders when more than one party takes part in a single offer.
• Final bond: 10% of the award value.
• Bidder commitment period: 90 calendar days starting the day after the bid submission deadline.
• Nominated contractor commitment period: 90 calendar days starting the day after being notified of the award.

Eligibility Requirements

Bidders must provide documents proving experience in similar works (sewerage). For a joint offer, the documents of one participant are sufficient.

Bidders must also hold a classification in water and sewerage networks and dams, in the third, second or first category, issued by the Ministry of Public Works, duly certified and valid for 2026. A single classification certificate suffices for a joint offer.

The add-or-deduct percentage must be entered only on the estimate schedule, the price schedule and the price analysis schedule, not on a separate sheet, and all must be enclosed in the financial offer envelope, otherwise the offer is rejected.

Dates and Legal Framework

• Bid submission deadline: 15:20 on Sunday, 1 November 2026.
• Bid opening session: 10:00 on Monday, 2 November 2026.
