The General Establishment for Drinking Water and Sewerage in Damascus has announced a total-speed tender (first round) for the sewer line replacement project in the areas of Dummar, Al-Sham Al-Jadida and Mezzeh for 2026. The tender number is 87989, and it is conducted under the special technical, financial and legal tender books prepared by the administration.

Project Scope and Value

The estimated value of the project is SYP 6,000,000, an amount reserved in the 2026 investment budget. The execution period is set at three calendar months, starting from the date of the site handover letter.

Bidders submit their offers by stating a percentage of addition or reduction against the estimated bill of quantities prepared by the administration.

Deposits and Validity Periods

• Provisional deposit: SYP 300,000, to be provided jointly by all bidders when more than one participant submits a single offer.
• Final deposit: 10% of the award value.
• Bidder commitment period: 90 calendar days, starting the day after the bid submission deadline.
• Nominated contractor commitment period: 90 calendar days, starting the day after notification of the award.

Eligibility Requirements

• Documents proving experience in similar works (sewerage); one bidder's experience documents suffice when several participants submit a joint offer.
• Classification in the water networks, sewerage and dams specialty, in the first, second or third category, issued by the Ministry of Public Works, duly certified and valid for 2026; one classification certificate suffices for a joint offer.
• The addition or reduction percentage must be entered only on the estimated bill, the price schedule and the price analysis schedule, not on an external sheet, and all must be placed in the financial offer envelope, otherwise the offer is rejected.

Dates and Legal Framework

Offers are accepted until 15:20 sharp on Sunday, 1 November 2026, and the bid opening session is set for 10:00 on Monday, 2 November 2026.
