The Ministry of Sports and Youth has announced an expedited public auction to rehabilitate and operate a group of facilities at Khalid bin al-Walid Sports City in Homs governorate, in line with the tender specifications prepared for this purpose.

Facilities Included

The auction covers the following facilities:

• The municipal swimming pool.
• The wedding hall.
• The restaurant.
• Tennis courts.
• Football pitches.
• Basketball courts.
• Padel courts.

Financial Terms

The annual starting fee for the auction is set at USD 350,000, or its equivalent in Syrian pounds at the exchange rate published by the Central Bank of Syria on the auction date.

• Initial deposit: SYP 500,000.
• Final deposit: 10% of the total investment fee for all years.
• Late penalty: 0.1% (one per thousand) for each day of delay.

Deposits are paid by certified cheque, bank guarantee or cash into the Ministry of Sports and Youth account held at the Central Bank of Syria.

Investment Term

The investment term is 10 calendar years, plus a free fit-out year that the investor benefits from at the end of the investment period. Bidders remain bound by their offers for 90 days from the last date for submitting bids.

Experience Requirement

The specifications require bidders to provide proof of sufficient experience in tourism, catering services and management for at least 5 years, evidenced by a formal experience certificate from the party they contracted with. The supporting documents set out in Article 11 of Law No. 51 of 2004 are also required.
