The Directorate of Technical Services in Aleppo has announced a second-round tender, on a total-speed basis and by sealed envelope, covering three road works projects in the Manbij, Deir Hafer and Afrin areas of rural Aleppo.

Projects on offer

The tender comprises the following projects, with the estimated value, work duration and required contractor classification for each:

• Project 1: Cutting, grading, widening and quarry-residue works on the road from Abu Maqbara village to Rasm al-Faleh in the Manbij area, 2,000 linear metres in total. Estimated value SYP 5,756,100, work duration 35 days, required classification roads and bridges (first, second or third grade).
• Project 2: Quarry-residue works, paving and asphalting of the Tal Ahmar to Umm Arkila road in the Deir Hafer area, 2,800 linear metres in total. Estimated value SYP 34,608,400, work duration 40 days, required classification roads and bridges (excellent or first grade).
• Project 3: Engineering structures, widening, grading, quarry-residue works and paving of a drainage section on the Qastal Khudr, Jolaq and Hazara road in the Afrin area, 2,800 linear metres. Estimated value SYP 25,287,824, work duration 75 days, required classification roads and bridges (excellent, first or second grade).

Financial and contractual terms

• Provisional guarantee: 5% of the estimated value.
• Final guarantee: 10% of the total contract value, to be completed within 15 days of written notification of award.
• Delay penalty: 0.1% (one per thousand) for each day of delay.
• Bidders remain bound to their offers for 30 days, and the nominated contractor for 150 days from notification of award.
• Warranty period: one full year from the date of the provisional handover record.

The contractor bears advertising and printing costs, even if repeated. The tender file is priced at SYP 1,000.

Bid submission requirements

Bidders meeting the conditions set out in Article 11 of Law No. 51 of 2004 must submit their offers to the registry of the Aleppo Directorate of Technical Services. Offers go in a large envelope marked with the bidder's name, the announcing authority, the tender subject and the scheduled date. It contains two envelopes:

• First envelope: original supporting documents under Article 11 of the contracts system, the tender participation application with required stamps, the contractor's declaration, the specified initial guarantee by certified cheque or certified bank guarantee in favour of the Directorate, and a certified copy of subscription to the 2026 official announcements bulletin.
• Second envelope: the financial offer.

Where an offer includes partners, all partners must provide the provisional and final guarantees among them, and the application must state that they are jointly and severally liable.

Dates and opening venue

Offers are accepted until the end of official working hours on Wednesday, 11 November 2026. Offers will be opened at 10:00 on Thursday, 12 November 2026, at the Directorate's headquarters in the Maidan district of Aleppo.
